Elgin, Joliet and Eastern Railway: Map, Roster, History

The Elgin, Joliet & Eastern was the outer freight railroad around Chicago, an arc through northeastern Illinois and northwestern Indiana that tied the eastern lines to the roads west of the city and served the steel mills along the way. The Joliet, Aurora & Northern was incorporated on April 30, 1884. The Elgin, Joliet & Eastern Railway Company of Illinois was incorporated on March 18, 1887, and the merged company dates from December 4, 1888.
By 1893 the arc ran about 130 miles, from Waukegan through Elgin and Joliet to Porter, Indiana. United States Steel held the railroad from 1901. Canadian National bought the principal lines from U.S. Steel, and that purchase closed on January 31, 2009. The Elgin, Joliet and Eastern Railway Company was merged into Wisconsin Central Ltd. effective January 1, 2013.

Joliet, Aurora & Northern
The Joliet, Aurora & Northern Railway Company was incorporated on April 30, 1884, to build from the Indiana state line west through Joliet and Aurora to the Mississippi opposite Dubuque, Iowa. The company built the Joliet–Aurora section, and operations began in 1886.
In 1887 a through route around Chicago was incorporated as two companies. The Elgin, Joliet & Eastern Railway Company of Illinois was incorporated on March 18, 1887. The Elgin, Joliet & Eastern Railway Company of Indiana was incorporated on April 13, 1887. The Illinois company used the Joliet, Aurora & Northern between Joliet and Normantown, reached the Milwaukee Road near Elgin in 1888, and acquired the Joliet, Aurora & Northern that October. The Indiana company built east through Griffith and Hobart and reached McCool late in 1888.

The arc
The Elgin, Joliet & Eastern Railway Company came into existence on December 4, 1888, when the Indiana company was merged into the Illinois company. The merged company began operations on January 1, 1889.
In January 1891 the railroad acquired the Waukegan & Southwestern, which had been built south from Waukegan toward Elgin. About the same time it acquired the Gardner, Coal City & Northern, from Caster, just south of Coal City, through Minooka to Walker Junction. In 1893 the main line was extended from McCool to a connection with the Lake Shore & Michigan Southern at Porter. By 1893 the railroad was a 130-mile arc, Waukegan through Elgin, at Spaulding, and Joliet, to Porter.
In 1894 the railroad took trackage rights over the Louisville, New Albany & Chicago, the predecessor of the Monon, between Dyer and Hammond, and reached the industrial district of Hammond, East Chicago, and Whiting. In 1897 it bought the Western Indiana Railroad, about one mile of track in Hammond, and extended that piece to East Chicago and Whiting, still using the Monon predecessor to reach the disconnected track.

Steel and the Chicago, Lake Shore & Eastern
Illinois Steel was formed in 1889 from the North Chicago Rolling Mill Company, the Union Steel Company, and the Joliet Steel Company plant. The steel company then incorporated switching roads in Chicago, South Chicago, and Joliet. In July 1894 the Calumet & Blue Island leased the other four. On April 1, 1896, the Chicago, Lake Shore & Eastern Railway Company of Indiana completed a line from Illinois Steel’s South Works, through Indiana Harbor, to the Baltimore & Ohio and the Lake Shore & Michigan Southern at Clarke Junction. The Chicago, Lake Shore & Eastern Railway Company was incorporated on February 7, 1897, to consolidate that Indiana company with the Calumet & Blue Island and the leased lines.
In 1898 the Elgin, Joliet & Eastern and the Chicago, Lake Shore & Eastern came under Federal Steel, headed by Judge Elbert Gary. The Griffith & Northern was incorporated to build 7.5 miles from Griffith to Clarke Junction, and construction began in 1899. The Elgin, Joliet & Eastern also built a connection from Shearson, on the Hammond–Whiting line, to Cavanaugh.
United States Steel was formed in 1901 and acquired Federal Steel and Illinois Steel, and with them the Elgin, Joliet & Eastern and control of the Chicago, Lake Shore & Eastern. Construction of the Gary mill began in 1906. In 1907 the Chicago, Lake Shore & Eastern extended the line from Clarke Junction to Gary. Kirk Yard was laid out in 1908. The Elgin, Joliet & Eastern leased the Chicago, Lake Shore & Eastern on June 1, 1909, and merged it on December 30, 1938.

Steam
Patrick Dorin tabulated the steam locomotives still on the railroad in the final decade. The steam roster counts 244 frames. A 2-8-0 rebuilt as an 0-8-0 is the same locomotive. Twenty-six of the Mikados went to the Duluth, Missabe & Iron Range in 1948. Steam lasted into 1950.
Diesels
The first diesel was Electro-Motive SW 200, built in December 1936 and on the property in 1937. Baldwin’s first center-cab transfer locomotive, DT-6-6-2000 100, was the railroad’s first road diesel. The production center cabs and the later Electro-Motive road switchers, including the SD38-2s, are on the diesel roster. The quantity is 257 frames. A renumber, and a rebuild of a frame already in the table, is the same locomotive. Slugs and leased engines are outside that count.

Canadian National
In December 1988 the railroad became part of Transtar, the holding company for the United States Steel transportation lines. The other steel roads in that group included the Bessemer & Lake Erie, the Duluth, Missabe & Iron Range, and the Union Railroad.
On December 24, 2008, the Surface Transportation Board approved Canadian National Railway Company and Grand Trunk Corporation control of EJ&E West Company, a wholly owned noncarrier subsidiary of the Elgin, Joliet and Eastern Railway Company. The decision is Finance Docket No. 35087, Decision No. 16. It took effect on January 23, 2009. The purchase of the principal lines closed on January 31, 2009. Reuters reported the price as $300 million. The same account describes the railroad as operating more than 198 main line miles, from Waukegan to Joliet, Gary, and South Chicago. U.S. Steel’s Transtar subsidiary kept the railroad assets, equipment, and employees that supported Gary Works. Those operations became the Gary Railway.
The Elgin, Joliet and Eastern Railway Company was merged into Wisconsin Central Ltd., a Canadian National subsidiary, effective January 1, 2013. Canadian National announced the merger on December 31, 2012. The Surface Transportation Board notice of exemption for the corporate-family transaction was filed on May 23, 2012, and became effective on June 22, 2012. The merger left the Board’s oversight of the 2009 acquisition in place.
