Amtrak Unveils Third "Airo" Trainset

SACRAMENTO, CA — Amtrak’s sweeping fleet modernization program reached another key milestone this month as its third Airo trainset has been completed at the Siemens Mobility manufacturing facility in Sacramento, California. According to emerging reports and industry tracking, the newly finished set is expected to be transferred east for testing and potential deployment along the Northeast Corridor (NEC)—a noteworthy development in the phased rollout of the Airo fleet.
Heading East
The completed trainset is part of a broader order of 83 Amtrak Airo trainsets being produced under a multibillion-dollar contract with Siemens. While eight of these sets are specifically intended for the Amtrak Cascades route in the Pacific Northwest, early production units have been used flexibly for testing, commissioning, and operational validation across the network.
Reports indicating that this third Cascades-design trainset is bound for the NEC highlight Amtrak’s strategy of using available equipment to accelerate testing on its busiest routes. The NEC—stretching from Washington, D.C. to Boston—will be one of the primary beneficiaries of the Airo program, with widespread deployment expected later this decade.
Built in California: Siemens Sacramento Facility
All Airo trainsets are being assembled at Siemens Mobility’s Sacramento rail manufacturing plant, which has become a central hub for North American passenger rolling stock production. This facility has previously produced:
- Siemens Charger locomotives
- Venture passenger coaches
- Brightline and state-supported corridor equipment
The Airo program represents one of the largest intercity passenger rail procurements in U.S. history, valued at approximately $7–8 billion and designed to replace aging fleets dating back to the 1970s.
What Makes the Airo Trainsets Significant
The Airo trainsets—derived from Siemens’ Venture platform—introduce a new generation of semi-integrated trainsets tailored for both electrified and non-electrified routes. Key features include:
- Push-pull trainset configuration with cab car and locomotive
- ALC-42E hybrid-ready locomotives, capable of operating in diesel and electric-assisted modes
- Improved passenger capacity, typically around 300+ seats per set
- Modern amenities such as: 5G-enabled Wi-Fi Individual power outlets and USB ports Touchless restrooms Larger windows and improved accessibility
These upgrades are expected to significantly enhance reliability, efficiency, and passenger comfort compared to legacy Amfleet I equipment currently used on the NEC.
Cascades Fleet Replacement and Broader Rollout
For the Pacific Northwest, the Cascades-specific Airo trainsets will replace older Talgo Series VI equipment retired after safety concerns and aging issues. The first Cascades Airo set was delivered in 2025 for testing, with entry into service anticipated in 2026.
However, Amtrak’s decision to route early-built sets—like this third unit—toward the NEC underscores the interconnected nature of fleet deployment. Rather than waiting for all Cascades sets to be completed, Amtrak is leveraging finished trainsets to:
- Conduct high-mileage testing on the NEC
- Train crews and maintenance personnel
- Validate performance under heavy traffic conditions
Northeast Corridor Implications
The NEC is slated to receive the largest share of Airo equipment, with as many as 75 trainsets planned for use on routes such as the Northeast Regional and other state-supported services.
Introduction of Airo equipment on the NEC is expected to:
- Replace aging Amfleet I cars beginning around 2027
- Reduce travel times through improved acceleration and operational flexibility
- Eliminate or reduce locomotive changes where electrification gaps exist
- Improve energy efficiency and emissions performance
A Program on Schedule
Amtrak officials have consistently stated that the Airo program remains on schedule and within budget, with initial service entries targeted for 2026 and broader rollout continuing into the late 2020s.
The completion of a third Cascades trainset—particularly one being reassigned for NEC use—suggests production is progressing steadily and that Amtrak is entering the critical testing and pre-service phase of the program.
Looking Ahead
As additional trainsets emerge from Sacramento, attention will shift to:
- Certification and regulatory approval
- Corridor-specific customization (interiors and branding differ by route)
- Gradual replacement of legacy rolling stock nationwide
The movement of Cascades-design equipment to the Northeast Corridor may be temporary, but it reflects a broader reality: the Airo fleet is not just a regional upgrade—it is the backbone of Amtrak’s next generation of intercity travel.
