NJ Transit Advances Three Station Housing Projects

Published: November 8, 2026

By: Adam Burns

NJ Transit on November 5, 2026 advanced three transit-oriented projects, in Jersey City, Bound Brook, and Morristown. The release says the three, when complete, are projected to deliver more than 1,000 new homes, including hundreds of affordable and workforce homes. The same announcement ties the work to the agency LAND Plan and to the housing strategy Governor Mikie Sherrill released in September.

Jersey City

The release says the agency that day issued a request for qualifications and proposals for about 11 acres it owns beside the Liberty State Park light rail station, across Communipaw Avenue. The site is described as the future centerpiece of a mixed-use transit village, with retail, public space, and rental apartments. At least 20 percent of the homes would be affordable and 10 percent would be workforce housing. The plan includes commuter parking and connections to city sidewalks and bicycle routes.

Offering materials are at njtransitdevelopment.com. Responses are due by 4 p.m. EST on January 21, 2027. Jersey City Mayor James Solomon called the property the Liberty State Park HBLR lot and said the city wants the project to expand access to affordable housing.

Bound Brook

On the Raritan Valley Line, NJ Transit expects Capodagli Property Company to begin construction next year on The Meridia Downtown Project at Bound Brook Station. The release calls the partnership an unsolicited request for development, the program the agency uses when a private proposal would move a site the railroad would not build on its own. The project is 218 apartments, a common amenity space atop 3,600 square feet of ground-floor retail, and a structured parking garage for the station area and the downtown.

“Six years after the tragic fire that devastated our borough, it’s exciting to finally have this project moving forward,” said Bound Brook Mayor Dominic Longo. “It will go a long way to solving our parking issue as well as bring additional residents to help with our downtown revitalization.”

Morristown

In October the agency and V Fee Lafayette Realty, LLC signed an exclusive negotiation agreement for two parcels beside the Morristown station. The release says the program may include Class A office space, multi-family housing, ground-floor retail, parking, and supporting uses. The agreement covers pre-development planning, community engagement, and the studies that have to be finished with the Town of Morristown before a final plan.

“For too long, Morristown’s landmark train station was a park-and-ride island, not a center of activity. That’s finally changing,” said Morristown Mayor Tim Dougherty. “Roughly $250 million in transit-oriented development is now underway.” Tom Maoli, a member of V Fee Lafayette Realty LLC, said the agency team was “professional, responsive, and focused on getting to yes, while being clear about what they needed to protect for railroad operations.”

The housing strategy and the LAND Plan

“You can’t make New Jersey more affordable without making housing more affordable,” said Governor Mikie Sherrill. “These projects in Jersey City, Bound Brook, and Morristown advance that commitment, creating more housing choices near jobs and revitalizing our downtowns.” The release says she issued the strategy in Atlantic City in September 2026, after Executive Order 17. In five months the administration doubled its count of homes that could be built on state property, from 20,000 to 40,000 or more.

President and CEO Kris Kolluri said transit-oriented development is how the agency builds walkable places and, at the same time, a source of revenue other than fares. The LAND Plan, as this release states it, is the map for raising as much as $1.9 billion in that non-farebox revenue for NJ Transit, up to $14 billion for the state, and up to $1.6 billion for municipalities over 30 years, from portions of an 8,000-acre portfolio.

The agency about-line on the same release puts the system at more than 925,000 weekday trips, on 264 bus routes, three light rail lines, 12 commuter rail lines, and Access Link, with 165 rail stations, 62 light rail stations, and more than 19,000 bus stops.
