Lehigh Valley Diesel Roster: All-Time

Published: September 21, 2026

By: Adam Burns

The Lehigh Valley dieselized the way a railroad dieselizes when it has decided, late, to be done with steam. Four two-unit FTs arrived in January 1945 as helpers. Then, between 1948 and 1951, Sayre took delivery of F3s, F7s, FA-1s, FA-2s, fourteen PA-1s, Baldwin road-switchers and switchers, and a handful of Alco RS-2s and RS-3s. On September 14, 1951, Mikado 432 dropped her fire at Delano. The second generation was smaller and later: four RS-11s, twelve C-420s, seventeen C-628s, two GP9s, four GP18s, four GP38ACs, twelve GP38-2s, and twelve U23Bs. Several of those last units never wore a Conrail number. The Delaware & Hudson took the C-420s and the GP38-2s on the first day of Conrail.

The table is every diesel-electric the Valley owned or numbered, one row per builder order, with serial and order in their own columns. Gas-electric cars and Mack side-arm pushers are in the narrative.

Boxcabs, a 300-horsepower demonstrator, and the 44-tonners

The Valley’s first internal-combustion locomotives were not the FTs. Alco boxcab 100, construction number 65981, was completed in January 1926. Sister 99, Alco 66680, was the same month and had been Utah Copper 600. In June 1930 EMC delivered two 60-ton boxcabs, serials 463 and 464, numbered 115 and 116 and later 75 and 76. Two 300-horsepower Alco end-cab units, 102 and 103, arrived in 1931 with no catalog model name; they had been demonstrators 301 and 303. HH600 105, May 1932, was demonstrator 601. An HH660, September 1939, serial 69078, came off Alco’s own 1900 and took the number 116 after the boxcab had moved.

Brill and EMC gas-electric cars, numbered from the single digits into the 30s, and a few Mack side-arm pushers, worked branches, shop tracks, and light passenger jobs from the early 1920s. They were gasoline, not diesel-electric, and they are not in the table.

The three GE 44-tonners, 60–62, serials 15033–15035, order 281-3043, were completed in December 1941, February 1942, and August 1942. They were the wartime small-power exception on a railroad that otherwise waited out the war with steam and a yard full of NW1s, S-2s, and Baldwin VO-1000s.

Yard diesels before the war were conventional. EMC SW switchers 106–111 came in 1937–38. NW1s 120–130 followed in 1937–38. SW1s started with 112 in April 1939. Alco S-2s 150–165 were a wartime and immediate postwar group, sixteen engines, 1942–49, and two S-4s, 166 and 167, closed Alco yard buying in May 1951. Baldwin VO-1000s 135–141 were 1944 engines. The DS-4-4-1000s and S-12s came at the end of steam.

January 1945, then everything at once

EMD’s first road freight sets were FT A-units 500–503, serials 2695–2698, order E625A, and B-units 500B–503B, serials 2699–2702, order E626B, all January 1945. Drury remembered them as helper engines, which is what four A-B pairs were on a railroad that still had Mountain Top and the Wilkes-Barre grades. Sayre later renumbered them into the 501–507 series so the freight-cab numbers could be reused. The as-built numbers are the ones in the table.

Lehigh Valley F7s led by 570 at South Plainfield New Jersey circa 1960

F7s led by #570 at South Plainfield, New Jersey, about 1960. Meyer Pearlman photo. American-Rails.com collection. 570 is from the January 1951 A-unit order 3065A, serials 12483–12486, numbered 568–574 even.

The freight cab flood of 1948 is order E1143. Ten F3As, 510–528 even, serials 8167–8176, and ten F3Bs, 511–529 odd, serials 8177–8186, October and November 1948. Sayre later brought a number of them up toward F7 standard. They were built as F3s, and that is how the table lists them. True F7s came in two batches: February 1950, four A-units 560–566 even and four B-units 561–567 odd, orders 6009A and 6009B; and January 1951, four A-units 568–574 even, order 3065A, and only two B-units, 569 and 571, order 3055B. There was no 573.

Passenger cabs were Alco’s. Fourteen PA-1s, 601–614, order 20220, April and May 1948: 601–606 are serials 75458–75463, and 607–614 are 75775–75782. The Valley tested a PA on June 26, 1946, before the production engines, and it did not buy a B-unit. Cornell Red on a PA, with the black pinstripe the diesel page’s older captions compared to a GG1’s whiskers, was the passenger face of the railroad from 1948 until the Maple Leaf ended on February 4, 1961.

Lehigh Valley PA-1 604 stopped at Bethlehem Union Station in the 1950s

PA-1 #604 at Bethlehem Union Station in the 1950s. American-Rails.com collection. Serial 75461, April 1948, the fourth of the first six.

Switchers filled the same years. NW2s 180–186 in 1949, SW7s 220–224 in 1950, SW8s 250–276 in 1950–52 (twenty-seven engines, the last two built at Cleveland), and SW9s 280–292 in May 1951. A second life for the prewar NW1s and SWs was the SW900 trade-in program: EMD rebuilt the old carbodies into SW900s and reused the serial with a “:2” suffix. Those are separate rows. A few SW900s, notably 121 and 123, were new serials rather than trade-ins. Two NW1s, 128 and 129, came back as SW8s in the fall of 1953, order 7509, instead of SW900s.

FA-2s, four RS-11s, and the Snowbirds

Alco’s freight cabs matched the F3s in timing and not in longevity. Ten FA-1s, 530–548 even, serials 76261–76270, and ten FB-1s, 531–549 odd, serials 76287–76296, October 1948. The FA-2s are a smaller group and an easy one to miscount. Five A-units, 580–588 even, serials 78276–78280, November and December 1950; 590, serial 78351, December 1950; and 592 and 594, serials 78624 and 78625, April 1951. That is eight A-units, which is what the production roster shows, not a solid 580–594. B-units were four: 581 and 583, serials 78283–78284, and 585 and 587, serials 78657–78658. FA-2 582 is serial 78277, November 1950. It was traded back to Alco in 1965–66 toward the C-628 order. It was not the last FA the builder produced. Louisville & Nashville was still taking FA-2s in 1956.

Road-switchers were never the Valley’s first choice, and then they were the only choice. Original RS-2s were 210–211 (March 1949, serials 76655–76656, order 20373) and 212–214 (early 1950, serials 77919–77921, order 20480). RS-3s 215 and 216, serials 78367–78368, order 20557, followed in the fall of 1950. Two more RS-2s, 217 and 218, were Chesapeake & Ohio 5500 and 5501, serials 76826–76827, order 20430, built in June 1949. RS-3 219 was Tennessee Central 251, serial 78362. In the 1970s three ex-Pennsylvania RS-3s took the numbers 210, 211, and 212 after the original RS-2s had gone to Penn Central. Those second uses are their own rows. So are six ex-Pennsylvania RS-11s numbered in the 7640s, which wore LV numbers without ever having been Valley orders of 1957.

The Century units were the Alco the Valley is remembered for. Four RS-11s, 400–403, serials 83537–83540, order 21128, March 1960, were the modest start. Twelve C-420s, 404–415, serials 3385-01 through 3385-12, order 21217, October–December 1964, were the useful ones. Conrail did not keep them. They went to the Delaware & Hudson on April 1, 1976, still numbered 404–415.

C-628s came in three groups. Seven, 625–631, serials 3427-01 through 3427-07, order 21241, November 1965, were delivered in white and black. One more, 632, serial 3476-01, order 21283, followed in January 1967 and was painted the same way. Nine ex-Monon C-628s, 633–641, serials 84903–84911, order 21292, had been built in March 1964 as Monon 400–408 and joined the Valley in December 1967. The white engines were the Snowbirds. A number of them, and most of the ex-Monon units, were later repainted Cornell Red with a yellow stripe. Conrail assigned 6721–6728 to 625–632. The ex-Monon engines were assigned 6729–6737; 633 and 636 were retired before those numbers were applied.

One road Baldwin, and a yard full of them

Baldwin’s only road locomotive was DRS-4-4-1500 200, serial 73651, November 1948. It spent its life as the odd unit in a fleet of Alcos and EMDs and was still around to be traded in when the GP38s were ordered. The yard Baldwins were more numerous. Five VO-1000s, 135–139, serials 70843–70847, and two more, 140 and 141, serials 74234–74235, all April 1944. DS-4-4-1000s 142 and 143, serials 74598–74599, June 1949, and 144–148, serials 74627–74631, January and February 1950. Fourteen S-12s, 230–243, in the fall of 1950, serials scattered through 74952–74965 and not in road-number order: 240–243 are the lower serials 74956–74959. Engine 148 was later renumbered 142, and 236 was later 242.

Two GP9s, twelve GP38-2s, twelve U23Bs

EMD’s second generation on the Valley was a short list with high serials. GP9s 300 and 301, serials 25434 and 25435, order 7577, October 1959. GP18s 302–305, four units, not two, serials 25890–25893, order 7587, May and June 1960, high short hoods. They became Conrail 7476–7477 and 7496–7499.

The late road power was bought because the F units were worn out and the railroad was already in, or about to be in, bankruptcy. GP38ACs 310–313, serials 7368-1 through 7368-4, order 7368, December 1971, became Conrail 7656–7659 and later Norfolk Southern. GP38-2s 314–325, serials 7386-1 through 7386-12, order 7386, November 1972, did not. They went to the Delaware & Hudson as 7314–7325. Two of them, 316 and 321, were later scrapped after wrecks on the D&H. Several of the others ran for decades under Guilford, Delaware & Hudson, and Canadian Pacific numbers.

The sharks’ own story is the D&H 1205 and 1216 page.

General Electric’s only road order was twelve U23Bs, 501–512, serials 40098–40109, November 1974. They were delivered to a railroad eighteen months from Conrail and became Conrail 2777–2788. They were the last new locomotives lettered LV.

Taken together, the diesel roster is a yard full of EMD and Alco switchers, two generations of four-motor freight cabs, the C-628s as the only six-motor road power, and a short, late list of road-switchers.

All-time roster

Owned and lettered Lehigh Valley diesel-electrics, including secondhand units that took LV numbers. One row per builder order. Later numbers, Conrail and Delaware & Hudson identities, and trade-in rebuilds are in the notes. Where a builder did not use a separate order code, that column is a dash. EMD trade-in rebuilds keep the “:2” serial.
