Conrail started on April 1, 1976, with nobody’s idea of a diesel roster. Gordon Lloyd, Jr., and Louis A. Marre counted about 5,000 first- and second-generation locomotives from some sixteen railroads and ninety models. Three of every four came off Penn Central. The rest were Erie Lackawanna, Reading, Lehigh Valley, Jersey Central, Lehigh & Hudson River, Pennsylvania-Reading Seashore Lines, and odds. Reporting mark CR. The holding company owned the engines; predecessors’ all-time lists stay on their pages. This page is what wore a Conrail number from conveyance to the June 1, 1999, split. The company is Conrail.
What made the roster recognizable, once the shops caught up, was Conrail blue: white lettering and Tony Palladino’s can-opener, steel wheels on steel rails, from May 1976. The first locomotive in dress blues was GP40 3091, still carrying its New York Central number, out of Collinwood on May 20. For years the railroad ran a rainbow—Penn Central black, Erie maroon, Reading green, Central red, Lehigh Valley yellow—with CR stencils on the cab. Big Blue was a paint program, not a new fleet.
First-generation road-switchers were the bulk of what arrived. Hundreds of GP7s (CR 5600s–5900s) and GP9s (7000–7559) from Penn Central, EL, CNJ, Reading, and Lehigh Valley handled locals and secondary freights. GP30s and GP35s from the Pennsylvania, Central, Reading, and EL filled the mid-range. Switchers ran to the hundreds: SW1s, SW7s, SW8s, SW9s, SW900s, SW1200s, NW2s, and later SW1500s and Reading SW1001s. Six-axle holdovers included Pennsylvania SD35s and SD40s, EL SD45s and SDP45s, and a handful of SD7s and SD9s. Alco was still everywhere in 1976: RS-3s, RS-11s, C-420s, C-424s, C-425s, C-430s, C-628s, C-630s, and Penn Central’s fifteen C-636s. GE U-boats—U23B, U25B, U30B, U33B, and the six-motor U23C through U36C—were the other second-hand high horsepower. Baldwin leftovers were almost gone.
Second-generation power already on the property became the Conrail standard before the new orders arrived. Penn Central GP38s and GP40s, Lehigh Valley and PRSL GP38s, Reading and PC GP40-2s, and EL SD45-2s were the reliable four- and six-axle cores. Conrail numbered GP38s into 7600–7939 and GP38-2s into 8040–8281; GP40-2s, including five ex-Reading units, filled 3275–3403. New Haven FL9s stayed on Metro-North third-rail. A few E8As lasted as office-car power, 4020–4022. Paducah and others rebuilt GP7s into GP8s and GP9s into GP10s. Altoona made MT-4 and MT-6 slugs from Alco RS-11s, RSD-12s, and RSD-15s. RS-3ms kept a few Centuries working.
New locomotives are what turned the roster from a deadline into Big Blue. First new six-motors were SD40-2s 6358–6524 (1977–79) and ten GE C30-7s, 6600–6609 (1977). Four-axle Dash-7s followed: B23-7s 2800–2816 and 1900–2023, then 100 GP15-1s, 1600–1699, in 1979—the largest GP15-1 fleet. The 1980s brought B36-7s, SD50s 6700–6834 (135 units, 1983–86), C30-7As, C32-8s, C36-7s, C39-8s, B40-8s, and the first C40-8s. The 1990s were wide-noses: SD60s including three EMD demonstrators, SD60M 5500–5574, SD60I 5575–5654 plus 5544, C40-8W 6050–6265, and LMS-leased 700–759. Last unique Conrail power was thirty SD80MACs, 4100–4129, 1995–97. Last new diesels at all were SD70s 2557–2580 to Norfolk Southern specs and SD70MACs 4130–4144 to CSX specs, both 1998, ordered with the split already in view. When CSX and NS took the railroad on June 1, 1999, the blue Geeps and Dash-8s went with them. A handful still wear the can-opener in preservation.

Paducah (Illinois Central Gulf) chopped GP7s into GP8s and GP9s into GP10s from 1976. Morrison-Knudsen and Precision National took later GP10 batches; PNC’s contract was cut after quality trouble. Altoona built mother-slug sets from dead Alcos.
