Progressive Rail, Inc.: Pioneering Efficiency in Short Lines
Published: January 27, 2025
By: Adam Burns
Progressive Rail Inc. (PGR) has emerged as a prominent player in the world of short line railroads. Known for its innovative approach and dedication to exceptional service, the company operates various short line railroads across the U.S.
This article explores the history, operations, and impact of Progressive Rail Inc., shedding light on how the company has revolutionized regional and short line rail transport.
The PGR operation in Minnesota is regarded as the company's first although it has since expanded and now operates short lines in Minnesota, Iowa, Illinois, Oregon, California, Washington, and Wisconsin.
These include the Chicago Junction Railway; Chicago, St. Paul & Pacific; Crab Orchard & Egyptian; Clackamas Valley Railway; Cannon Valley Railroad; Iowa Traction Railway; Iowa Southern Railway; St. Paul & Pacific; St. Paul & Pacific Northwest; and the Wisconsin Northern.

Founding and Growth
Founded in 1996 to serve the Airlake Industrial Park, Progressive Rail Inc. emerged with the vision of enhancing the efficiency and reach of short line rail services.
Known for its customer-centric approach, Progressive Rail Inc. quickly distinguished itself through personalized services tailored to the unique needs of its clients.
The company was founded by Dave Fellon, whose experience and expertise laid the groundwork for successful operations. Fellon's hands-on leadership style and dedication to fostering strong relationships with clients and communities have been vital to Progressive Rail’s expansion and reputation.
Its Minnesota branches include:
- Transload Industrial Park at the Airlake Terminal Railway is found in Lakeville, Minnesota.
- The "High Line," also known as the Dan Patch Line, runs through Bloomington, Richfield, and Minneapolis. It starts service at the Auto Club Yard in Bloomington, catering to diverse industries.
- The "Jesse James Line" connects Northfield to Lakeville on leased CP Rail tracks.
- From Northfield, it extends to Faribault, Minnesota, via leased Union Pacific tracks.
- Northfield to Cannon Falls, with access to the Great Western Industrial Park in Randolph.
- Eagandale Industrial line operates in Eagan, Minnesota, using leased CP Rail tracks, previously part of the Milwaukee Road.
Other Properties
The company expanded its reach by taking over the Wisconsin Northern Division located in Chippewa Falls, Wisconsin, which it manages under its own unique name.
Their ownership extends to several other railroads, including the Chicago Junction Railroad and the Clackamas Valley Railway. In Iowa, they control both the Iowa Traction Railway - the final true interurban still in operation - and the Iowa Southern Railway.
They've also added the Crab Orchard and Egyptian Railroad in Illinois, the St. Paul & Pacific Northwest Railroad, and the Wisconsin Northern Railroad to their portfolio.
Operational Strategy and Services
The company’s services are designed to meet the specific transportation needs of various industries, including agriculture, manufacturing, and energy. By leveraging their short line network, Progressive Rail provides essential last-mile services, connecting industries to major national and international markets.

Contributions to the Transportation Industry
Progressive Rail Inc.'s impact on the transportation industry is significant, underscoring the critical role of short line rail operations. Their contribution can be viewed through several lenses:
- Economic Development: By enabling local industries to access broader markets, the company helps stimulate economic growth and development. The efficient transportation of goods boosts business operations and helps communities thrive.
- Rail Network Optimization: The company's operations enhance the effectiveness of the national rail network, offering seamless connections between local businesses and mainline rail services. This optimizes the flow of goods across the country, reducing congestion and streamlining logistics.
Mission
The company's guiding principle has always been to offer services that larger railways typically overlook. They have placed a significant emphasis on fostering economic growth, which involves seeking out new clients and reconnecting with previous rail customers along our routes. This approach has proven successful, as evidenced by the growth in its traffic from 600 carloads in 1996 to over 10,000 carloads today.
