NJ Transit Acquires 374 New Multilevel Rail Cars

KEARNY, N.J. — NJ Transit has taken a significant step toward modernizing one of the nation’s busiest commuter rail systems with the arrival of the first of 374 new Multilevel III rail cars, part of a sweeping, multi-billion-dollar fleet renewal initiative. The announcement, made at the agency’s Meadows Maintenance Complex, marks the beginning of a phased rollout that officials say will transform reliability, capacity, and passenger comfort across the system over the next several years.

A $3 Billion Modernization Effort

The new railcars are part of a broader investment program exceeding $3 billion, aimed at upgrading rail, bus, and paratransit fleets by 2031. NJ Transit officials emphasized that the initiative is essential to maintaining service for the nearly one million daily riders who depend on the network. The 374-car order represents one of the largest rolling stock procurements in the agency’s history and is designed to address longstanding issues tied to aging equipment—some of which dates back to the 1970s.

First Car Delivered, More on the Way

The first Multilevel III car—built by Alstom at its facility in Plattsburgh, New York—has already arrived in New Jersey and will undergo several months of testing before entering passenger service. Officials expect up to 40 additional cars to be delivered and placed into service later in 2026, with the remainder arriving in phases through the end of the decade.

Designed for Reliability and Capacity

The Multilevel III cars represent a major technological leap over existing equipment. According to NJ Transit:

Mechanical reliability improves dramatically—new cars can travel roughly 400,000 miles between failures, compared to 30,000–40,000 miles for older equipment.
Top speeds reach 110 mph, allowing for faster and more efficient service.
Double-deck (bi-level) design increases seating capacity, helping alleviate overcrowding on key commuter routes.

In addition, the new fleet introduces modern passenger amenities such as:

USB charging ports
Digital onboard information displays
Improved accessibility features
Enhanced seating and interior design

Introduction of “Power Cars”

A notable innovation in the new fleet is the inclusion of self-propelled “power cars.” Unlike traditional locomotive-hauled coaches, these units are equipped with traction motors and can operate independently or in multi-car sets.

Potential reductions in reliance on separate locomotives

Replacing an Aging Fleet

The Multilevel III program is intended to replace older single-level cars, including the long-serving Arrow III electric multiple units and Comet-series coaches.

These legacy cars have increasingly contributed to service delays due to mechanical issues and limited availability. The new equipment is expected to significantly improve system reliability and reduce disruptions for commuters.

Built in the United States

All 374 cars are being manufactured domestically by Alstom, supporting U.S. jobs and aligning with federal infrastructure investment goals. Officials highlighted the project as an example of how federal and state funding partnerships are enabling large-scale transit improvements.
