Cotton Belt 819 Moved Outside at Pine Bluff for Evaluation

PINE BLUFF, Ark. — St. Louis Southwestern No. 819 is outside. The Arkansas Railroad Museum said this morning that the Cotton Belt 4-8-4 was moved out of the old shop building on September 22, the first time the engine has been out of that building in about thirty years. RDG Steam Services was on the property to look the locomotive over and help the museum decide what comes next.

The City of Pine Bluff owns 819. The Cotton Belt Rail Historical Society runs the museum in the former St. Louis Southwestern shops at 1700 Port Road, the building where Pine Bluff shop forces finished the engine.

An evaluation, not a return-to-steam date

The museum’s post does not set a firing date, name a cost, or say the engine will run. It says the locomotive was brought outside so a contract steam shop could see it. RDG Steam Services was there to judge the condition of 819 and to help the society decide the future of the official steam locomotive of Arkansas. That designation dates to a 2021 act of the legislature. The hope at the time was that the title would help the city and the volunteers protect the engine and, if the money appeared, put it back in steam. The money has been the missing piece for years. Flues came out for a federally required inspection. Material prices jumped. Shop emergencies at the museum used funds that had been aimed at the boiler. 819 stayed inside.

Last time it worked was a generation ago. Pine Bluff Shops completed it in December 1942, with a Baldwin boiler, and it entered service on February 8, 1943. It was the last of twenty L-1 4-8-4s, the last locomotive built by the Cotton Belt, and the last locomotive built in Arkansas. Oil fuel, 70-inch drivers, 250 pounds of boiler pressure, 26-by-30-inch cylinders. It ran more than 804,000 miles and left revenue service in 1953. On July 19, 1955, Cotton Belt president H. J. McKenzie gave it to the city.

Volunteers of the Cotton Belt Rail Historical Society and the Arkansas Railroad Club brought it back from Townsend Park to the shop on December 1, 1983, and fired it again on April 6, 1986. Excursions followed, including the 1990 National Railway Historical Society convention in St. Louis and a last round trip to Tyler, Texas, in October 1993. The last time it was fired was March 11, 1994. It has been on the National Register of Historic Places since May 18, 2003.

What the museum does publish is a place to go. Admission is free. Pine Bluff’s visitor information lists the museum at 1700 Port Road, open Thursday through Saturday, 10 a.m. to 2 p.m. The shop is not heated or air-conditioned, and hours have been cut in extreme weather, so call 870-535-8819 before the drive. A gift shop is in the building. The society that keeps 819 is a volunteer group. Someone who wants to give time, or who wants to ask whether a contribution is being accepted for this evaluation, should call that number or write the museum through its Facebook page. That is the channel the society used this morning.
