TVRM To Acquire ACL 4-6-2 1504 From US Sugar
TVRM To Acquire Atlantic Coast Line 4-6-2 1504 From US Sugar
Published: March 25, 2026
By: Adam Burns
The Tennessee Valley Railroad Museum announced on March 24th that U.S. Sugar, which operates the popular Sugar Express excursions in Clewiston, Florida - and also operates Florida East Coast 4-6-2 #148 in excursion servidce - has donated Atlantic Coast Line 4-6-2 #1504 to the organization.
Scott Ogle, Railroad Superintendent of the Sugar Express, stated the following regarding the engine:
“U.S. Sugar continues to provide a world-class excursion train in America’s Sweetest Town, with steam locomotive No. 148 serving as the Sugar Express’ primary motive power and ambassador to us here at U.S. Sugar. After considering the Sugar Express’ future, we have decided that steam locomotive No. 148 is sufficient for meeting the overwhelming demand of guests that ride on our one-of-a-kind, scenic excursion line that traverses hundreds of miles through the core of Florida’s pristine farming communities.
For this reason, along with rising raw material and labor costs, we have decided to change course and not pursue the restoration of the Atlantic Coast Line Steam Locomotive No. 1504. In light of this decision and in recognition of our need to be good stewards of the locomotive, we are gladly donating No. 1504 to our friends at the Tennessee Valley Railroad Museum located in Chattanooga Tennessee. We appreciate all of the unwavering support the Sugar Express has received and look forward to continue serving guests now and in the future. For more information about tickets and schedules, please visit www.sugarexpress.com.”

More About 1504
No. 1504 was constructed as part of a large order of USRA Light Pacifics, with the Atlantic Coast Line Railroad (ACL) receiving 70 examples for high-speed passenger service. Originally numbered 497, it was renumbered 1504 in 1920 and classified as a P-5-A.
These locomotives were designed to haul the ACL’s premier passenger trains along its extensive mainline network stretching from Virginia to Florida. During the 1920s through early 1940s, No. 1504 regularly powered famous trains such as the Florida Special, Dixie Flyer, and South Wind, often handling consists of 10–12 cars at speeds exceeding 70 mph.
The USRA Light Pacific design emphasized efficiency, standardization, and reliability. Developed during federal control of U.S. railroads (1917–1920), these locomotives incorporated proven technologies into a unified design that could be easily maintained across different railroads. This approach marked one of the first successful large-scale standardization efforts in American locomotive history.
Following World War II, the rapid introduction of diesel-electric locomotives began to displace steam on the ACL. Like many passenger locomotives of its type, No. 1504 was reassigned to secondary duties, including fast freight service in the Tampa area. It remained in active service until December 31, 1952, when it was retired after more than three decades of operation.
Preservation and Significance
Unlike most steam locomotives of its era, No. 1504 narrowly escaped scrapping. Recognizing its historical importance and excellent mechanical condition, ACL officials selected it for preservation in 1953.
The locomotive was placed on display in Jacksonville, Florida, where it became a prominent public exhibit. Notably, it is the only surviving example of a USRA Light Pacific preserved in essentially its original, as-built configuration, making it a uniquely valuable artifact of American industrial history.
In 1990, the American Society of Mechanical Engineers designated No. 1504 as a National Historic Mechanical Engineering Landmark, underscoring its importance as a representative of USRA standard locomotive design.
After decades on static display, the locomotive entered a new chapter in 2021 when it was acquired by U.S. Sugar Corporation for eventual restoration to operating condition. The original goal - prior to its donation to TVRM - was to return No. 1504 to service on the South Central Florida Express as part of the “Sugar Express” excursion train, allowing the public to once again experience a classic mainline steam locomotive in operation.
Mechanical Design and Performance
The 4-6-2 “Pacific” wheel arrangement—featuring four leading wheels, six driving wheels, and two trailing wheels—was ideally suited for high-speed passenger service. No. 1504’s large 73-inch drivers allowed for sustained high speeds, while its relatively light axle load enabled it to operate across a wide range of track conditions.
The locomotive utilized two outside cylinders and Baker valve gear, a reliable and widely used system for controlling steam distribution. With a boiler pressure of 200 psi and a tractive effort of over 40,000 pounds, it was capable of hauling long passenger trains efficiently at speed.
Unlike some of its sister engines, No. 1504 was never significantly modernized with later improvements such as feedwater heaters or disc drivers, which contributes to its value today as a near-original example of USRA design.
