B&O Observation "Washington" Cosmetically Restored

BALTIMORE — Visitors to the B&O Railroad Museum will soon be able to step into a freshly revived slice of postwar rail luxury: Baltimore & Ohio No. 3316, the observation-tavern car Washington, has completed a cosmetic restoration of both its exterior and its Art Deco interior and is set to be exhibited beginning Feb. 21.
Museum officials say the project is notable not only for bringing back the car’s streamlined mid-century glamour—complete with a distinctive lounge-and-tavern layout—but also for the interpretive story it helps tell about the on-board workers who made that “golden age” experience possible.

A restored showpiece at the end of the train
Built in 1949 by the Pullman-Standard Car Manufacturing Company, No. 3316 was designed as a lightweight, streamlined observation car intended to cap a premier B&O passenger consist with panoramic, rear-facing views.
According to the museum, the Washington is one of two similar Pullman-Standard observation lounge cars produced for the B&O that year, paired with its sister car, the “Chicago.”
Inside, the car’s floorplan is essentially two public spaces linked in a single flowing design:
- 17-seat observation area at the rounded rear, oriented toward wide windows for scenery-watching.
- 24-seat tavern/lounge, centered around a semi-circular bar—a signature feature that museum staff restored to recreate the atmosphere B&O passengers encountered in mid-century service.
The tavern space includes a decorative mural depicting Washington, D.C. with cherry blossoms in bloom—an interior detail the restoration highlights as a centerpiece of the car’s design.
Museum materials also point to additional period features that shaped the passenger experience, including air conditioning (Frigidaire) and the expectation that riders could relax to recorded music and radio programs while the car brought up the rear of a flagship trainset.
“First interior restoration” for the museum’s shop
While the B&O Railroad Museum has long been known for preserving and presenting historic locomotives and rolling stock, the Washington project is being described as the museum’s first interior restoration effort—a milestone that required the restoration team to treat the car as both artifact and immersive exhibit.
In comments carried by Trains.com, museum Executive Director Kris Hoellen called No. 3316 “a showpiece,” pointing to both the “incredible Art Deco interior” and the broader story connected to Pullman service employees.
Built for the Columbian
No. 3316 was created for the B&O’s postwar flagship, the Columbian—a name associated with streamlined, modern passenger travel that linked Washington, D.C. and Chicago.
Over time, the Washington served multiple top-tier assignments. The museum’s collection history says the car:
- ran on the Columbian until 1958,
- transferred to the Ambassador (Washington, D.C. to Detroit) in 1958,
- moved to the all-Pullman Capitol Limited in 1961,
- and remained in that orbit until retirement and donation in 1971.
Trains.com likewise summarizes the car’s assignments as the Columbian, Ambassador, and Capitol Limited, emphasizing that B&O put the Washington on trains meant to represent the railroad at its best.
The story behind the service
Although the Washington was built to impress with sleek lines and a fashionable lounge, museum interpretation is also focused on the people who worked the train. Museum event materials highlight the roles of Pullman Porters and other dining-and-lounge service staff, noting that these jobs—while often demanding and shaped by unequal working conditions—became an important source of steady employment and mobility for Black workers during the era.

Unlike a locomotive spec sheet, a passenger car like the Washington is best understood through its functional design and amenities—what it was built to do at the end of a streamlined consist. The museum says the restoration was supported in part by multiple sources, including a federal Save America’s Treasures grant (administered via the Institute of Museum and Library Services), along with support through the Baltimore National Heritage Area and a National Railway Historical Society heritage grant.
With the car now on permanent display, museum leadership has indicated it will also be positioned as an immersive space for visitors—and, according to the museum’s announcement, potentially available for special uses such as rentals, reflecting how restored rolling stock can serve both education and sustainability goals.
For passengers in 1949, the Washington was an exclamation point at the end of a premier train: a place to gather, sip a drink, and watch America roll away through the rear windows. In 2026, after its cosmetic restoration, it’s poised to become something else as well—a walk-in time capsule that pairs streamlined design with the deeper story of the railroaders who powered the experience.
